Outlaws are pirates. They hold no hub and fly as gangs. Two gangs are named in the game: Black Dawn and the Sons of Ra'al.
Relations
Outlaws are hostile to the Serat Republic and the Teks, and have a feud with both Ganden and TZHAL. The Culminar Republic and the Clementines attack them on sight. See relations.
